BIOMASS GRANTS AND FUNDING

Grants and funding are applicable to most aspects of the biomass supply chain including capital costs for equipment, fuel supply chains, goods and services bought in and professional fees. The potential for funding is significant and will usually help to justify the payback on biomass schemes.

However caution should be taken as most of the schemes have very tight regulations and each round of funding is usually many times over-subscribed.

LC Energy can advise on and assist with grant applications if required and any provide guidance on additional grant schemes where relevant.

The following list provides an overview of the main opportunities for grant funding. In addition there are more local and regional funding options available to varying amounts which can be found through Regional Development Agencies, Local Authorities, business loan schemes and industry specific sustainable funding groups.
 

BIO-ENERGY CAPITAL GRANTS SCHEME  ROUND 5 - DECC   
Round 5 of the scheme closed in April 2009 with grant awards between £25,000 and £1,000,000.

The next round is likely to be available from Autumn 2009 and should be open to applications from the industrial, commercial and community sectors, including local authorities and schools and can be awarded up to 40% of the difference in cost compared to installing a fossil fuel alternative.

LOW CARBON BUILDINGS PROGRAMME - DECC
This scheme is applicable to low carbon energy equipment and provides grants to fund a number of micro-generation technologies for householders, schools, communities, businesses and SMEs, public and charitable organisations. To be eligible to receive a low carbon buildings grant, a certified installer and a certified product must be used.

Please note that some of the Schemes and Phases of this grant funding stream are closing or have closed and in particular note that grants for households under Phase 1 will cease from June 2010.

BIO-ENERGY INFRASTRUCTURE SCHEME - DEFRA
This scheme is applicable to low carbon energy supply chains. Funding is applicable to farmers, foresters and businesses to help develop the wood-fuel supply chain. This includes specialist equipment (i.e. woodland harvesting and processing), buildings, storage, QA and handling, purchase of storage and hard standing and for training.

Maximum grants are £200,000 per producer group up to 40% for specialist machinery and additional storage and hard-standing.

ENHANCED CAPITAL ALLOWANCE - HMRC/Defra
This scheme is applicable to low carbon energy equipment. There is an enhanced capital allowance opportunity on most specialist equipment bought within year one of the new business trading which allows a business to claim 100% first-year capital allowances on their spending on qualifying plant and machinery.

ENERGY CROPS SCHEME - Natural England
This scheme is applicable to low carbon energy fuel supply. The Energy Crops Scheme provides grants for establishing short rotation coppice (SRC) currently expected to be at £1,000/ha and miscanthus expected to be at £800/ha. These grants are intended to cover 60% of establishment costs for SRC and 40% for Miscanthus.

ENERGY EFFICIENCY LOANS SCHEME - The Carbon Trust
The Carbon Trust Energy Efficiency Loans Scheme provides interest free, unsecured loans to businesses to allow them to invest in equipment to achieve energy savings. Loans can be from £5,000 to £100,000 (£400,000 in Northern Ireland), and are repayable over a period of up to 4 years.

It is intended that repayments of the loan are effectively paid for out of energy cost savings achieved.

RURAL DEVELOPMENT PROGRAMME FOR ENGLAND (RDPE) - 2007-2013

Defra has agreed EU funding of £3.3bn over 5 years to enhance and develop biodiveristy lansdscape and access, water quality and climate change across the key sectors of farming, agriculture, forestry and food.

Each Rural Development Agency (RDA) will manage the grant funding process on a local basis in line with individual Regional Implementation Plans. For smaller grants of up £50,000 the RPDE funding will be handled by LEADER groups formed to assist with local schemes and projects.
